I just started playing with Windows CE .NET 4.1, which you can download for free, non-commercial use (over 400MB, though). It includes an emulator and the platform builder, which you can use to build images that run under the emulator. It wasn't immediately obvious to me how to get started, but the documentation (Start->All Programs->Microsoft Windows CE .NET 4.1->Documentation) includes a helpful tutorial (Getting Started->Platform Builder Tutorials->Tutorial: Using Platform Builder with the Emulator). Be sure to download and install this update if you plan to play around with the Compact Framework.

David Stutz has left Microsoft, and composed some parting thoughts. I like Boing Boing's take: "Now, David has left Microsoft. He's written a farewell note to his former employer that is by turns scathing and brilliant, and exposes the short-sightedness of MSFT's steadfast refusal to embrace Free Software. It's required reading from the end of an era."
